Central Repository

The Boards seek a vendor to operate a secure, long-term central repository for student transcripts from Private Licensed Schools and potentially institutions of higher education in Pennsylvania. The vendor must ingest, store, safeguard, and service both historical and current transcripts, including paper and digital records from open and closed schools. The services include establishing upload protocols, providing technical support, managing transcript and verification requests, ensuring secure identity and payment processes, tracking record ingestion for each school, maintaining FERPA-compliant data security, providing regular financial and service reporting, and supporting Department staff access to records. The vendor must also maintain disaster-recovery and transition plans and operate entirely at no cost to the Commonwealth, recovering expenses through fees charged to students, schools, and third parties.
