INVITATION TO BID 85% CD GMP New Asia Senior Housing - 567 772 Pacific Ave., San Francisco, CA 94133 August 17th, 2026 BID DUE DATE: September 17th, 2026 at 2:00 p.m. REQUESTED BID TRADES: All Remaining Trades except: Abatement, Demolition, Shoring, EBM, Fire Protection, Plumbing, HVAC, Electrical, and Crane Service THIS IS A CAHILL-PILOT JOINT VENTURE PROJECT PROJECT DESCRIPTION: New Construction, Type 1, 15-Story High-Rise with One Level Below Grade. Affordable Senior Housing with 175 residential units, totaling 140,000 GSF. The project includes community rooms, offices, outdoor terraces and a roof deck in the non-residential areas, and a warm shell for a banquet hall at the basement, level 1 and the mezzanine. The commercial area (warm shell and cold shell) will need break-out pricing for accounting purposes. These commercial area scope limits are shown in light blue on sheets A2.0, A2.1, and A2.1A. OWNER: Chinatown Community Development Center ARCHITECT: Herman Coliver Locus Architecture TENTATIVE SCHEDULE: Construction Start in February 2027, duration of 30 months BUILD AMERICA, BUY AMERICA (BABA) REQUIREMENT: a. The project is subject to the “Buy America Preference” (BAP) Requirements under Build America, Buy America Act (BABA) for HUD Community Planning and Development (CPD) program for HOME funding on the project. https://www.hudexchange.info/programs/baba/ b. Compliance with the Build America, Buy America Act (BABA) is required. Subcontractors are expected to provide a list of materials (including material value) being permanently installed on the project with confirmation and proof of compliance with BABA. Proof of compliance can come in the form of a signed letter/documentation from the manufacturer stating that the material is BABA compliant. c. Subcontractors cannot assume (during bid or once awarded) the use of a waiver to circumvent the requirements. If a compliant product is not available, the subcontractor is required to identify that product and the value at bid. d. Subcontractors are advised that prequalification information, past performance, current backlog levels and SBE / LBE participation will be a factor in the bid selection process.
