Planning, Building, and Environmental Services (PBES) Remodel Project

The Planning, Building, and Environmental Services (PBES) Department consists of several divisions including planning, building & development, environmental health, conservation, engineering, natural resources-sustainability, code compliance, and parks & open space all of which serve the community in various ways. PBES primarily operates on the second floor of Napa County's Administration Building but due to the limited capacity of the second floor's current layout, some employees operate out of an area in the Administration Building's basement. The County identified a need to re-evaluate the second floor to facilitate the department’s growth, improve security, consolidate divisions to foster collaboration within teams, and reconfigure work areas to create an efficient work environment for staff. The goal of this remodel is to allow for more of PBES's staff to consolidate on the second floor of the Administration Building. The work for the project generally consists of modifications to the reception/administration area, copy room, permit center, west side cubicle layout, and private offices as well as the addition of two new conference rooms, four new private offices, and an upgrade to the Administration Building's fire alarm control panel. Staff areas that are not within the project scope will remain occupied throughout construction and PBES will remain open to the public. The Contractor must coordinate work activities with the PBES Department and Project Manager to minimize disruption to the staff and any patrons that staff may serve during construction. Contractor shall not commence work prior to the notice to proceed date as noted in Special Provisions General Conditions section 4.10 - "Beginning of Work, Time of Completion and Liquidated Damages". The building with various Napa County tenant departments shall remain operational during construction; coordination for access will be required. Construction activities shall occur within allowed hours, normal project working hours are nighttime hours (7 PM - 5 AM).
