IFB No.132421 Building Management System (BMS) Replacement, Bakersfield Gateway Armory

Contractor shall provide all materials, labor, bonds, licenses, insurance, equipment, tools, permits, taxes, transportation, and fees to replace existing Building Management System (BMS) by removing Direct Digital Control (DDC) system components and installing new controls, sensors, actuators, network hardware, programming, testing, commissioning, and providing complete functional system replacement at the Bakersfield Gateway Armory. All work shall be in accordance with the terms, conditions, and requirements of this Invitation for Bid (IFB). Bid submissions shall be emailed to PWC@cmd.ca.gov and shall include the Contracting Administrator listed in this IFB as a copied recipient. Subject line must include the IFB No. 132421, Building Management System (BMS) Replacement and Contractor Business Name. Prospective bidders MUST attend the mandatory pre-bid job walk on 11/3/2026, at 1:00 PM at Bakersfield Gateway Armory, 2800 Gateway Avenue, Bakersfield, CA 93307. Arrive at least 15 minutes early and bring business cards. Failure to arrive at the designated meeting location by the scheduled start time may result in disqualification from submitting a bid. Bidders who do not remain for the entire pre-bid job walk may be considered non-responsive and may not be allowed to bid on this project. Prospective bidders may obtain directions to the pre-bid job walk site by contacting Lana Ponomarenko at Lana.Ponomarenko@cmd.ca.gov. The prime contractor MUST possess a type C-20 - Warm-Air Heating, Ventilating and Air-Conditioning Contractor license. All questions regarding this IFB MUST be submitted to Lana Ponomarenko at Lana.Ponomarenko@cmd.ca.gov no later than 5:00 PM on 11/9/2026. Email subject lines must reference IFB No. 132421. If an addendum is necessary, it will be issued prior to the Bid Submission Deadline. The bid opening will be held on 11/23/2026 at 2:15 PM.
