STATE OF CALIFORNIA DEPARTMENT OF GENERAL SERVICES REAL ESTATE SERVICES DIVISION PROJECT MANAGEMENT AND DEVELOPMENT BRANCH ADVERTISEMENT FOR STATEMENT OF QUALIFICATIONS Project Number: 17166 Contract Number: 26-327612 DEPARTMENT OF GENERAL SERVICES NEW O STREET STATE PARKING GARAGE SACRAMENTO COUNTY, CALIFORNIA The Department of General Services (DGS), Real Estate Services Division, Project Management and Development Branch requests the submittal of qualifications from interested Design-Build Entities (DBE) to provide professional Architectural/Engineering and Construction services for the design and construction of the New O Street State Parking Garage (Project). DBE Selection: The State is utilizing a Progressive Design-Build method of project delivery for the design and construction of the Project. The State will select the DBE for the Project based solely on qualifications. Project Delivery: The Pre-construction contract award is currently scheduled for 10/28/26 with Notice to Proceed (NTP) anticipated on 12/17/26. The Progressive Design-Build contact NTP is anticipated 9/13/27. The Progressive Design-Build completion is anticipated in 24 months from Notice to Proceed. A MANDATORY RFQ briefing conference is scheduled for 9:00 A.M., PDT, August 10th, 2026. The Department of General Services will host the meeting virtually. This conference is intended to review the RFQ process and submittal requirements, general project scope, the State¿s Small Business and Disabled Veterans Business Enterprises (DVBE) program goals and requirements, and the selection process. Interested Design Build Entities must have a designated representative (employed by the Design Build Entity) in attendance at this conference. All RFQ submittals received from DBEs that do not attend the mandatory briefing will be returned without review. The virtual meeting may be accessed using the link provided on the RFQ. The RFQ may be obtained on the California eProcure website (California State Contracts Register ¿ CSCR) on the Internet at: http://www.caleprocure.ca.gov/. ¿ Click on Start Search. ¿ In the Event Name field, enter the project number, then click Search.
