Description
Description: Notice of Intent for the use of brand name or equal descriptions to meet requirements under Section 888(a) of the National Defense Authorization Act for Fiscal Year 2017 (Pub. L. 114-328), as referenced in DFARS 206.302-1(c)(2). SPECIAL NOTICE: The U.S. Army Corps of Engineers Seattle District (USACE) will be soliciting proposals for the construction of an FY27 project titled: “Special Operations Forces (SOF) Tactical Equipment Maintenance Facility (TEMF)." As part of this construction solicitation, USACE intends to include the following brand name requirement: Monaco Fire Alarm Transceiver and Fire Panel, including the Monaco D-21 fire alarm radio receiver. Justification: As required by Unified Facilities Guide Specifications (UFGS) Section 28 31 76, "Interior Fire Alarm and Mass Notification System," paragraph 1.6, devices and equipment for fire alarm service must be listed by the Underwriters Laboratories (UL) Fire Protection Directory or approved by the FM Approval Guide. The purpose of these requirements is to ensure the quality, suitability, and reliability of the equipment. A UL Listing or FM Approval indicates that equipment meets appropriate standards or has been tested and found suitable for its specified use. The existing proprietary Monaco D-21 reporting network at JBLM is only compatible with Monaco-manufactured equipment. Because the D-21 network is proprietary, only Monaco transceivers can communicate with the installed receiver infrastructure and maintain the approved reporting configuration. While the Monaco BT-XM transceiver is designed to create a bridge between other manufacturers' fire alarm systems and the D-21 network, only Monaco's own equipment can communicate on this proprietary network. Therefore, the Monaco BT-XM meets the UL Listing and FM Global Approval requirements. This is not a solicitation for competitive proposals. However, if any interested party believes they can meet the requirement for a brand name or equal description for the Monaco D-21 system, they may submit a capability statement to the point of contact listed below. All information furnished must be in writing and contain sufficient detail to allow USACE to determine if the interested party can fulfill the requirement. Compatible systems must comply with FAR Provision 52.225-12, "Notice of Buy American Requirement—Construction Materials Under Trade Agreements," and FAR Clause 52.225-11, "Buy American—Construction Materials under Trade Agreements." All responsible sources may submit a capability statement, which the agency will consider. Submissions must be received no later than 10:00 AM PT on August 13, 2026. Point of Contact: Linda S.
