The General Services Administration (GSA), Acquisition Project Delivery Division, is conducting market research to determine if any SDVOSB, HUB Zone, EDWOSB or 8(a) Small Business Concern has the current relevant qualifications, experience, personnel, and capability to perform the work described herein. All interested Small Business firms should respond. This Sources Sought Notice is being issued by the General Services Administration (GSA), Acquisition Project Delivery for Construction Services for the Department of State (DOS). The place of performance will be the Harry S. Truman (HST) Federal Building (FB), located at 2201 C Street NW, Washington, DC 20520. This is a Repair and Alteration (R&A) project’s anticipated scope of work includes field verification of existing roof and structural conditions, fabrication and installation of anchorage components, structural attachments, drilling/coring, welding where required, roof penetrations, flashing, waterproofing, protection of existing roof systems, rooftop equipment, solar infrastructure, lightning protection systems, drainage components, and occupied interior spaces, as well as testing, labeling, certification, as-built drawings, warranties, and closeout documentation. The contractor will be responsible for conducting a mandatory site visit, identifying and resolving discrepancies or constructability concerns prior to fabrication or installation, submitting required shop drawings and stamped calculations, coordinating with applicable Government stakeholders for site access, security, phasing, and operational impacts, maintaining or reinstating existing roof warranties, implementing compliant fall protection measures, and providing a phasing plan identifying roof zones, work sequence, security boundaries, access and hoisting routes, fall protection methods, and phase durations. The HST FB is fully occupied and will remain so during this construction effort. Special attention needs to be taken to ensure that this modernization does not impact the DOS’s operations and mission. Estimated Construction Cost Range is $15,000,000 and $25,000,000.00. Period of Performance is approximately 850 calendar days from date of Notice to Proceed. PSC Code: Z2AA -- Repair or Alteration of Office Buildings All qualified Small Businesses are encouraged to respond. Respondents will not be notified of the results of the evaluation. The main purpose of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement. It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following: Examples of projects worked within the last five years of similar size, scope, complexity and duration as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described and provide an agency or owner point of contact. Company profile, to include number of employees, annual receipts, office location(s), and SAM UEI. Evidence to establish your company's standing as a SDVOSB, HUBZone, EDWOSB or 8(a) small business concern, under applicable NAICS. Describe how you will provide a fair market price given the geographical location of this project. A positive statement of your intention to submit a bid for this requirement if set aside for your socio-economic group. AGAIN, THIS IS NOT A REQUEST FOR PROPOSALS.
