Facilities On-Call Professional Services

Beaufort County Government is soliciting Statements of Qualifications (SOQs) from qualified and experienced professional consulting firms to provide on-call architectural, engineering, planning, design, and related professional services in support of County capital improvement projects. The County anticipates selecting up to ten (10) qualified firms to provide professional services on an as-needed basis. The initial contract term will be one (1) year, with the option to renew for additional one-year periods for a total contract term not to exceed three (3) years. The maximum annual compensation for each selected firm shall not exceed Two Hundred Thousand Dollars ($200,000). The selected consultants may be requested to provide services for a broad range of County capital projects, including new construction, renovations, facility improvements, assessments, parks and recreational facilities, community facilities, administrative and public safety facilities, infrastructure and site improvements, accessibility improvements, energy-efficiency improvements, demolition, redevelopment, and other related County projects. Services may include, but are not limited to, planning and programming, existing-condition assessments, feasibility studies, architectural and engineering design, preparation of construction documents, permitting assistance, cost estimating, value engineering, bidding and procurement assistance, construction administration, construction observation, project closeout, and other specialized professional services appropriate to the consultant's qualifications. Services will be authorized on a project-by-project basis through individual task orders or work orders. The specific scope, schedule, deliverables, staffing, and compensation for each assignment will be established at the time the work is authorized. Selection under this RFQ does not guarantee any minimum amount of work or the issuance of any task orders. The County reserves the right to obtain services through County staff, other consultants, separate procurements, or other means when determined to be in the best interest of the County. Firms responding to this RFQ should demonstrate their qualifications, relevant experience, technical capabilities, proposed key personnel, experience with similar public-sector projects, capacity to perform on-call assignments, and ability to provide responsive, high-quality professional services to Beaufort County. A firm submitting as a prime consultant may also participate as a subconsultant on another proposing team, provided that the firm’s subcontracted services and compensation do not exceed ten percent (10%) of the value of each applicable task order.
