Description
Washington County is updating its Transportation System Plan (TSP) for regulatory compliance and to establish a planning horizon of 2050. The TSP serves as the transportation element of Washington County's Comprehensive Plan and guides the policies, projects, and programs that help manage, operate, and improve the transportation system. This update is intended to respond to significant revisions to Oregon's Transportation Planning Rule adopted in 2022 under the Climate-Friendly and Equitable Communities (CFEC) rulemaking. The project will update goals and objectives, conduct a system inventory and needs assessment, evaluate strategic capacity improvements under OAR 660-012-0830, conduct a major equity analysis to determine benefits and burdens to underserved populations under OAR 660-012-0135, and build a financially constrained project list aligned with regional climate and VMT reduction targets. The update builds on recent planning work, including the Transportation Safety Action Plan, Active Transportation Plan, Transit Study, and Complete Streets Design Update. Community engagement is central to this project - not a supplementary task. The County is seeking a consultant team with demonstrated expertise in community-centered transportation planning, multimodal systems analysis, and meaningful engagement with underserved populations. This is a technically complex, multi-year effort with significant regulatory, community, and political dimensions.
