Real Estate Right of Way Acquisition Services

The Central Ohio Transit Authority (COTA) requests proposals from qualified firms to provide right of way and related acquisition services for bus rapid transit projects. Services will support right-of-way acquisition including, but not limited to, partial acquisitions, temporary and permanent easements, relocations, excess-property transactions, and other real property activities. Firms submitting proposals must be ODOT prequalified consulting firms for right-of-way services and must be able to support the indicated volume of work and anticipated corridor-level surges without delaying acquisition. All work must satisfy Federal Transit Administration (FTA) Small Starts requirements; comply with the Uniform Relocation and Real Property Acquisition Policies Act (Uniform Act), 49 CFR Part 24, and the most current version of FTA Circular 5010.1; and meet Project Management Oversight Contractor (PMOC) review expectations. The consultant may be asked to provide support for development of the Real Estate Acquisition Management Plan (RAMP), a required component of federally funded transit project delivery.
