Mobility - 4th Street - Livingston Avenue to Chestnut Street

1.1 Scope: The City of Columbus, Department of Public Service is receiving proposals until October 21, 2026 at 10:00 A.M. local time, for professional services for the Mobility - 4th Street - Livingston Avenue to Chestnut Street RFP. Proposals are being received electronically by the Department of Public Service, Office of Support Services via Bonfire at https://columbus.bonfirehub.com/login. This project consists of installing a signature multi-modal facility along East Chestnut Street and 4th Street, connecting multiple existing and future improvements within the downtown area. The project will include a separated bike lane configuration with the bike lanes behind a proposed median. Signalized intersections will be improved to physically separate bikeway users from motor vehicle traffic. This project will also include the next phase of The Capital Line project along 4th St. Multiple traffic signals will either be impacted or fully replaced. The contract will begin with preliminary engineering (PE) to determine the alignment to be advanced to detailed design, the extent of landscaping improvements, drainage solutions, stormwater control practices, layout options at bridge crossings, intersection configuration, and impacts or modifications to both street lighting and traffic signals. All questions concerning the RFP are to be sent to capitalprojects@columbus.gov. The last day to submit questions will be specified in the RFP; phone calls will not be accepted. Responses will be posted on Bonfire at https://columbus.bonfirehub.com/login as an addendum. A pre-proposal meeting will not be held. Notice of published addenda will be posted on the City’s Vendor Services web site and all addenda will be posted on Bonfire at https://columbus.bonfirehub.com/login. The selected Consultant shall attend a scope meeting anticipated to be held on/about two weeks after proposals are due. The projected scope date will be specified in the RFP. If the Project Manager is not available, the Consultant may designate an alternate to attend in their place. 1.2 Classification: All proposal documents (Request for Proposal, reference documents, addenda, etc.) will be available for review and download on Bonfire at https://columbus.bonfirehub.com/login after the RFP is advertised.
