Description
1.1 Scope: The City of Columbus, Department of Public Service is receiving bids until September 17, 2026, at 1:00 PM local time, for construction services for the 2026 Parking Lot Resurfacing project. Bids are to be submitted only at www.bidexpress.com. Hard copies shall not be accepted. This project consists of the resurfacing of two city-owned surface parking lots within the Division of Mobility and Parking Services (DMPS) portfolio. Work shall be coordinated with DMPS to minimize disruption to ongoing lot operations and tenant/public access. Work will include milling and/or removal of the existing asphalt surface as needed, repair of subgrade and base course deficiencies, and installation of new asphalt pavement. The scope also includes restriping of all parking stalls, drive aisles, ADA-accessible spaces, and directional markings in accordance with current City and ADA standards, as well as replacement or reinstallation of any wheel stops, signage, and bollards disturbed by the work. The contractor shall be responsible for site preparation, erosion and sediment control, traffic control and pedestrian safety measures during construction, final cleanup of the sites, and other such work as may be necessary to complete the contract, as set forth in this Invitation For Bid (IFB). All questions concerning this project are to be sent to capitalprojects@columbus.gov. The last day to submit questions will be specified in the IFB; phone calls will not be accepted. Responses will be posted on Bid Express at www.bidexpress.com as an addendum. A pre-bid meeting will not be held. Notice of published addenda will be posted on the City’s Vendor Services web site and all addenda will be posted on www.bidexpress.com. 1.2 Classification: All bid documents (Invitation for Bid, technical specifications, plans, and future addenda) will be available for review and download on Bid Express at www.bidexpress.com after the IFB is published. Firms must meet the mandatory requirements stated in the IFB for a bid to be considered for contract award. 1.3 Bid Express: If you do not have an account with Bid Express and you would like to review project information or submit a bid, you will need to register for an account. Go to www.bidexpress.com in order to sign up. 1.4 Vendor Registration: Vendors must register on the Vendor Services portal before doing business with the City of Columbus. After vendor registration, you will receive an email inviting you to complete the required Contract Compliance (EBO) Questionnaire.
