The purpose of this Request for Proposal (RFP) is to obtain a Vendor(s) to partner with the North Carolina Department of Health and Human Services (NCDHHS), Division of Mental Health, Developmental Disabilities and Substance Use Services (DMH/DD/SUS or “Division”) for the purchase and shipping of opioid antagonist medications within the State of North Carolina.From 2000-2024, more than 44,500 North Carolinians lost their lives to a drug overdose. Each day in 2024, 8 North Carolinians died from a drug overdose. Recent year death data is not yet final, but an estimated 2,731 North Carolinians (8 per day) are suspected to have died from an overdose in 2025.An opioid antagonist is a medication that binds to opioid receptors in the brain and blocks or reverses the effects of opioids such as heroin, fentanyl, oxycodone, morphine, and hydrocodone. It works quickly to restore normal breathing in someone experiencing an opioid overdose, which can prevent brain damage or death.The General Assembly of North Carolina, Session 2025, enacted Session Law 2026-41, Senate Bill 257. Section IX-G, Mental Health/Developmental Disabilities/Substance Use Services, Use of Opioid Settlement Funds which outlines the procurement of the following directly from drug manufacturers:a. Intranasal and intramuscular opioid antagonists for distribution to, or use by, persons or governmental entities engaged in opioid overdose prevention and response efforts within the State of North Carolina.b. Ancillary services related to the distribution and use of intranasal and intramuscular opioid
