Description

Purpose This notice complies with the posting requirements of FAR Part 5 and FAR Subpart 6.301. Restricted Competition Competition for this requirement was restricted based on urgent need, in accordance with FAR 12.102(a). The Embassy's mattress and box-spring inventory was destroyed as a result of the warhouse fire associated with the recent drone attack, creating an immediate requirement to replenish bedding stock for residential make-ready and turnover operations. Restricting the acquisition to a source capable of meeting these urgent conditions ensures the Embassy can meet its residential turnover schedule without delay. Failure to obtain replacement mattresses and box springs promptly would directly affect the Embassy's ability to furnish Government residential properties for incoming personnel. This could delay occupancy, require temporary lodging or other interim accommodations, increase Government costs, and negatively affect Mission operations. In accordance with FAR 12.102(a) and consistent with simplified acquisition procedures, the Embassy conducted market research and solicited pricing information from three (3) local vendors determined capable of supporting the Government's urgent requirement. Vendors were evaluated primarily on their ability to meet the required delivery timeframe and Government minimum specification requirement. Award Determination The selected contractor was determined to represent the lowest-priced technically acceptable quotation at $43,266 USD and demonstrated the capability to successfully supply the required commodities within the required timeframe and operational constraints. The contractor also demonstrated a strong record of relevant past performance supporting U.S. Embassy Kuwait requirements.
