Description

The City of Naperville is soliciting responses from experienced and qualified vendors to prepare a future land use plan and zoning review related to Naperville's I-88 Corridor. Utilizing the Naperville Development Partnership's Naperville I-88 Corridor Strategy (Attachment A) as a foundation, the selected vendor will prepare a future land use plan which creates and assigns "place types" and related guidelines to the corridor study area. The place types should be responsive to the target growth clusters, aspirational development goals, redevelopment opportunities and recommended corridor character and brand, as highlighted in the I-88 Corridor Study, as well as planning best practices. The corresponding guidelines should, as a minimum include criteria for land-use transitions, mixed-use development and desired housing types and price points. Following completion of the future land use plan, the selected vendor will evaluate the City’s existing Office, Research, and Light Industrial (ORI) Zoning District to determine amendments which are needed to allow development in the I-88 Corridor consistent with the prepared future land use plan. The ORI review shall include which targeted industries and/or supporting uses should be added to the ORI district as a permitted or conditional use; any existing permitted or conditional uses which should be removed/amended from the ORI district; and any required conditions; area, lot width, and/or yard requirements; and height limitations would should be amended. Additional zoning amendments may be identified through the process. The goal of this procurement is to create a future land use plan and amended ORI zoning district for presentation through the standard review process, including a public open house, a public hearing before the Planning and Zoning Commission, and final review by the Naperville City Council. This procurement is following a quality-based selection (QBS) process. As such, the selection of a vendor will be based upon qualifications only. Pricing will NOT be accepted at this point in the process. Included pricing may lead to disqualification of the proposal.
