This solicitation amendment is issued as a combined synopsis and solicitation for commercial services under the authority of 41 U.S.C. § 3305 (Simplified procedures for small business and commercial items) and 41 U.S.C. § 1901 (Simplified acquisition procedures). Solicitation number W912J726QA0020002 amendment is issued as a request for quotation (RFQ) for Behavior Health Counseling Support ServiceBehavior Health CounselingSupport Services. This procurement is established as a 100% Women-Owned Small Business (WOSB) set-aside in accordance with the Small Business Act, specifically 15 U.S.C. § 637(m) (Women-owned small business companion program). Quotations are solicited exclusively from certified WOSB concerns eligible under the WOSB Program (including Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns) in accordance with the statutory standards of 15 U.S.C. § 637(m) and 13 CFR part 127. Quotes received from non-eligible concerns will not be considered. The Idaho National Guard J9 Service Member and Family Support have a requirement for Behavior HealthCounseling services to Service Members and their immediate family. The team shall be comprised of three(3) full-time Behavior Health Clinicians and one (1) full-time Admin Support position. This requirment has been updated to meet current organizational needs. Response Deadline: August 31, 2026, at 9:00 AM Mountain Daily Time (MDT) Primary NAICS Code: 621112 – Offices of Mental Health Practitioners (except Physicians) Size Standard: $9,000,000.00 Product Service Code (PSC): Q519 – Behavioral and Mental Health Anticipated Period of Performance: 27 Sep 2026 to 26 Sep 2027 for base period, One (1) 12-monthoption periods and one up to 6-months extension (see 52.217-9 and 52.217-8). Primary performance will be conducted at: Joint Force Headquarters, Gowen Field Military Base, Boise, ID 83705 Regional outreach travel to regional Guard offices (including Caldwell, Twin Falls, Pocatello, Idaho Falls, Lewiston, and Post Falls) may be required occasionally. INSTRUCTIONS FOR PROPOSAL SUBMISSION Quotations must be submitted electronically to the Contracting Officer, Natasha Spratt, at natasha.m.spratt2.civ@army.mil no later than August 31, 2026, at 9:00 AM MDT. All questions regarding this solicitation must be submitted via email no later than August 17, 2026. Quote Preparation: Offerors shall prepare their quotations in strict accordance with the requirements, instructions, terms, and conditions contained in this combined synopsis/solicitation, the performance work statement (PWS), and any subsequent formal amendments issued by the Government. Failure to address all requirements or incorporate any subsequent solicitation amendments may result in the quotation being determined non-compliant and excluded from further evaluation. Formatting: To ensure a structured, fair, and efficient evaluation, the offeror’s submission shall be divided into three (3) distinct sections, self-contained Portable Document Format (PDF)s compatible with standard readers. Structure: Section I: Section 1 Quote. Complete SF 1449 or the quoter's vendor commercial quote (no page limit). If providing a commercial quote without the SF 1449, the commercial quote MUST include all elements in W912J726QA0020002 clause 52.212-1 paragraph (a), and the statement requested in (a)(6), provide information pertaining to price only and provide complete pricing per SF 1449 line items schedule excluding CLIN 0005 and 1005 travel. Section II:Section 2 Capability Statement. A capability describing how the quoter intends to provide the services required in this solicitation. Stating "will comply with PWS" is not sufficient. The statement must describe the quoter's capability to meet the agency's needs as described in this solicitation. Not to exceed ten pages, Times New Roman or Arial, size 12, margins at 1-inch, single space. Section III: Section 3 Past Performance. The Government will review information obtained from Government sources including Contractor Performance Assessment Reporting System (CPARS), System of Award Responsibility/Qualifications (also known as Federal Awardee Performance and Integrity Information System (FAPIIS)), Supplier Performance Risk System (SPRS) Score, and other sources of information. Quoters shall submit a three-page past performance sheet. The past performance attachment can include Federal, non-Federal, and Private Sector. The combined experience submitted to the Government shall not exceed three pages, font Times New Roman or Arial, size 12, margins at 1-inch, single space. Information exceeding three pages will not be considered. Do NOT include Sections 1, 2 and 3 into a single document. Sections shall be submitted as separate documents. Basis of Award: Evaluation factors. The Government will award a firm-fixed-price (FFP) purchase order resulting from this solicitation to the responsible quoter who provides the lowest acceptable quote that demonstrates understanding of the requirements and conformance with the solicitation. This acquisition is being conducted strictly under simplified procedures for commercial products and commercial services. The Government is not conducting a source selection, and procedures from RFO Part 15 do not apply. To efficiently identify the lowest acceptable quote, the Government may evaluate quotes by first ranking them from lowest to highest price. The Government will then evaluate the technical and past performance factors of the lowest-priced quote. If the lowest-priced quote is determined to be acceptable, the Government may evaluate no other quotes and proceed to award. Quotes failing to meet all the terms and conditions of this solicitation, including buy terms, line-item descriptions, and attachments, will not be evaluated for award. The Government reserves the right to seek clarifications on the contents of the quote if determined necessary by the Contracting Officer. Quotes will be evaluated with the following review criteria: (i) Technical: The degree to which the quoter's proposed service meets the Government's requirements. Merely stating 'will comply with all PWS requirements' is insufficient. The Technical Proposal will be evaluated qualitatively and assigned one of the following adjectival ratings: Technical Adjectival Rating Evaluation Definition Outstanding Proposal meets all requirements and demonstrates an exceptional clinical or management approach. Contains multiple strengths that significantly benefit J9 operations, contains no weaknesses, and the risk of unsuccessful performance is extremely low. Good Proposal meets all requirements and demonstrates a thoroughly solid clinical or management approach. Contains at least one or more strengths that benefit J9 operations, contains few minor weaknesses, and the risk of unsuccessful performance is low to moderate. Acceptable Proposal meets all requirements and demonstrates an adequate clinical and management approach. Contains no significant strengths, contains some minor weaknesses, and the risk of unsuccessful performance is moderate. Marginal Proposal fails to meet one or more minor PWS requirements, contains notable weaknesses, and has a high risk of unsuccessful performance. Deficiencies are significant but correctable. Unacceptable Proposal fails to meet major requirements, contains significant deficiencies, represents an unacceptably high risk of performance failure, and cannot be made acceptable without major, complete revisions. (ii) Past Performance: The Government will consider primary Government sources for past performance such as Supplier Performance Risk System, Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), and other sources. Absent past performance with Government, the Government will consider experience from the commercial market and/or experience as a subcontractor. Past performance shall be relevant to the type of work in the Performance Work Statement. The Government will evaluate the recency, relevancy, and quality of the past performance data to assign a Performance Confidence Rating as follows: Past Performance Rating Evaluation Definition Substantial Confidence Based on the offeror’s recent and highly relevant performance record, the Government has a high expectation that the offeror will successfully perform the required clinical and administrative effort. Satisfactory Confidence Based on the offeror’s recent and relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. Neutral Confidence No recent or relevant performance record is available, or the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. This rating is treated as "Neutral" and is neither favorable nor unfavorable. Limited Confidence Based on the offeror’s performance record, the Government has a low expectation that the offeror will successfully perform the required effort. No Confidence Based on the offeror’s performance record, significant and extreme performance issues exist, and the Government has no expectation that the offeror will successfully perform the required effort. Price. Price will be evaluated to identify the lowest acceptable quote. The Government will evaluate the quoted price to determine price reasonableness. Price reasonableness will be established by comparing the quoted prices received in response to the solicitation, comparing quotes to the Independent Government Cost Estimate (IGCE), or using other accepted techniques. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). Notice of award. The purchase order is the Government's offer to a supplier to buy certain products or services upon specified terms and conditions. A binding contract is formed when the supplier accepts the Government's offer, either by written acceptance of the purchase order or substantial performance of the purchase order. The contracting officer may request that the contractor provide written acceptance of the order. Responsibility Determination: The Contracting Officer must determine that the apparent successful quoter is responsible before awarding a purchase order. Separate from the price evaluation described in paragraph (a)(2)(iii), if the lowest acceptable quote features a price that is abnormally low, the Contracting Officer may use that as an indicator of performance risk. In such cases, the Contracting Officer may require the quoter to provide additional information (such as a breakdown of labor rates, material costs, or a risk mitigation plan) specifically to make an affirmative determination of responsibility and ensure the quoter has the capacity and competence to perform the requirement at the quoted price. Failure to demonstrate the capacity to perform at the quoted price may result in a determination of non-responsibility. Because this solicitation is set aside for Women-Owned Small Businesses (WOSB), any determination of nonresponsibility for the apparent successful quoter will be referred to the cognizant Small Business Administration (SBA) office for a Certificate of Competency (COC) determination. Note: Quoters are reminded that, a quote is not an offer. All submissions will be treated as QUOTATIONS, regardless of how Quoters decide to label or name their submissions.
