Request for Proposals no. DCR 27-RCO-13: Clean and Sober Housing for Adult Male Offenders/Supervised Release, Furlough & Parole on the Islands of Kauai, Maui, and Oahu

The Department of Corrections and Rehabilitation’s (DCR’s) Rehabilitation Division Reentry Coordination Office (RCO) is requesting proposals from qualified applicants to provide Clean and Sober Housing for male offenders/Supervised Release, Furlough and Parole who are transitioning from incarceration into the community on the Islands of Oahu, Maui, and Kauai. For Kauai, Maui, and Oahu, the initial term of contract shall be for the twenty-four-month period effective on the start date from the Notice to Proceed, or February 1, 2027 through January 31, 2029, with the option to extend for not more than two (2) additional twelve month periods, or portions thereof, without rebidding subject to the availability of funding, and prior written mutual consent. The total budget is $1,120,000.00 for the first 24 months of the contract, and the breakdown by island is as follows: $720,000.00 (or $360,000.00 per year) for Clean and Sober Housing services for adult male offenders/supervised release, furlough and parole on the Island of Oahu; $200,000.00 (or $100,000.00 per year) for Clean and Sober Housing services for adult male offenders/supervised release, furlough and parole on the Island of Kauai and $200,000.00 (or $100,000.00 per year) for Clean and Sober Housing services for adult male offenders/supervised release, furlough and parole on the Island of Maui for the duration of the twenty-four-month period.
