Invitation for Bids no. DCR 27-RCO-10 - Mobile Notary Services for Offenders' Birth Certificate Applications

The Department of Corrections and Rehabilitation (DCR) seeks mobile notary services to assist eligible individuals with notarizing documents necessary to obtain their own certified birth certificates. This service is needed for certain state birth certificate applications that require a notarized signature. Offerors may place an offer for one, or multiple, geographic islands (Oahu, Maui, Kauai, and/or Hawaii), and shall be capable of servicing all facilities listed on the island they are placing an offer for. This is for a one-year contract, with the option to extend for two additional 12-month periods, subject to the availability of funds. Offeror’s submittals will only be accepted via email to DCR.BIDS@hawaii.gov by the bid submittal due date October 9, 2026, 2:30 P.M. HST, with all the attachments as PDFS listed on page 3 of the bid document's "Offer Submittal Checklist." Mandatory attachments: 1. Offer Form pages OF-1 and OF-2, 2. Current & Valid Notary Public Commission document, 3. Proof of Bonding, 4. Department Security Clearance Form DCR 8320 (included in bid document), 5. Proof of Insurance Coverages, and 6. Hawaii Compliance Express (or individual paper compliance certificates if Offeror chooses not to utilize Hawaii Compliance Express).
