Emergency Shelter for Exploited Minors of the Juvenile Justice System

The purpose of this Request for Information (RFI) is to solicit information, comments, and feedback regarding Emergency Shelter for Exploited Minors of the Juvenile Justice System who are suspected or confirmed victims of Commercial Sexual Exploitation (CSE), sextortion, and labor sex trafficking. Service providers, professionals, or individuals interested in assisting the Department of Human Services (DHS), Office of Youth Services (OYS), in developing a Request for Proposal (RFP) to procure these services are encouraged to participate in the RFI session and submit a written response. The target population of these services is youth ages 12 through 17 years old who are suspected or confirmed victims of CSE, sextortion, and labor sex trafficking. These services are expected to be delivered in a manner that provides a safe trauma-informed environment, which shall include: 1. 24/7 accessible and comprehensive continuum of care for minors of all genders; specifically designed to support sexually exploited minors. 2. Immediate access to emergency beds and crisis interventions. 3. Trauma-informed therapeutic services and supervision. 4. Counseling services, case management and referral services. 5. Assessment and safety/crisis plan, to include access to crisis hotlines. 6. Outreach and advocacy support.
