Description

Sealed Bids for the construction of the Water & Sanitary Sewer System Improvements To Serve Callaway St., Hawthorne Ave., Lee Ave., Linden Rd. & Putnam St. will be received, by the City of Leesburg, at Leesburg City Hall ¿ 107 Walnut Avenue, North, Leesburg, GA 31763, until 10:00 AM local time on October 6, 2026, at which time the Bids received will be publicly opened and read. The Project consists of 6¿ to 8¿ HDPE pipe bursting of existing gravity sewer main, 8¿ cured in place piping, 10¿ cured in place piping, existing manhole rehabilitation, standard/doghouse manhole construction, transfer/ reinstatement/replacement of existing sewer service connections, new 6¿ PVC water main, including fittings, valves, fire hydrants, services and all other items indicated in these Contract Documents. Bids submitted via mail shall be mailed to City of Leesburg at 107 Walnut Avenue, North, Leesburg, Georgia 31763. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with any alternate bid items if indicated in the Bid Form. The Issuing Office for the Bidding Documents is: Still Waters Engineering, 130 Veterinary Way ¿ Unit 2, Leesburg, GA 31763, 229-496-5700. This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (¿IIJA¿), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in the project must be produced in the United States, as further outlined by the Office of Management and Budget¿s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022. This project is expected to be funded all or in part by the City of Leesburg and the Georgia Department of Community Affairs-U.S. HUD Community Development Block Grant program.
