Description
The City of Homestead Electric Department is seeking proposals from qualified protection and control testing contractors to perform complete field commissioning services for the replacement of line protection relays on Line #1 (138kV). As part of a system-wide modernization initiative, HPS is replacing existing ABB protective relays with utility-standard Schweitzer Engineering Laboratories (SEL) relays. The selected vendor will play a critical role in verifying setting files, performing secondary injection testing, executing complete functional/trip checks, and ensuring seamless integration into the city's 138kV transmission grid. The awarded vendor will be responsible for end-to-end field testing, verifying CT/PT secondary circuits, and delivering certified, high-legibility test reports upon completion. Because this work requires pre-scheduled transmission outages, the contractor will bring proven technical expertise on SEL protection platforms, strict adherence to NERC/IEEE testing standards, and a strong commitment to substation safety and outage schedule compliance. Award may not be based solely on price. Award may be made to the responsive and responsible vendor whose quote is determined to be most advantageous to the City, considering price and other factors. Evaluation factors may include price, vendor qualifications and licensing, experience with similar work, ability to meet the required project schedule, mobilization time from notice to proceed, and demonstrated ability to complete project by time provided by the department.
