Municipal Marshals

The City of New Haven seeks proposals from currently appointed Connecticut state marshals for inclusion on the City’s annual Municipal Marshals List. Selected marshals will provide accurate, timely and legally compliant service of process for City departments, agencies, boards, commissions, attorneys and other authorized parties acting on behalf of the City. Services may include subpoenas, summonses, complaints, writs, executions, foreclosure documents, municipal personal-property tax warrants, building, housing, health and zoning notices, and other official process. Assignments may require travel and service outside the City of New Haven when legally authorized. Pursuant to Article XIII, §2-891 through §2-899 of the New Haven Code of Ordinances, the Purchasing Agent may select up to fifteen qualified marshals for the annual list. Selection does not guarantee any minimum number of assignments or compensation. All fees, mileage and reimbursable expenses must comply with CGS §52-261 and §12-162, the City’s municipal marshal fee schedule and other applicable law. Proposers may offer lawful fees below an applicable statutory maximum but may not charge unauthorized flat fees, emergency premiums, administrative charges or other amounts exceeding the applicable statutory limit.
