Home Visiting System Request for Proposals (RFP)

The Office of Early Childhood is excited to announce a request for proposals (RFP) for Connecticut’s Home Visiting System. OEC seeks proposals from qualified organizations to provide evidence-based home visiting services that improve maternal, infant, and early childhood outcomes for families across Connecticut. Up to $119,675,825.00 over five years is available through this RFP with a minimum of $3 million/per year allocated to each of the six Connecticut Home Visiting regions. This RFP will have multiple awards (at least 1 per region). Proposals are due Monday October 19, 2026, at 5:00 pm ET to OEC.HVS.RFP@ct.gov
