Description

An appropriate and qualified, professional Consultant is sought to develop, validate, administer and score promotional exam processes for Fire Training Ranks within the New Haven Fire Department. Said selection process should incorporate best practices currently used in the field of pre-employment testing that are determined appropriate for use in the Department of Fire Service. Bidders are further noticed that all proposals must: recommend processes that meet all legal requirements, recommend processes that meet all relevant Federal EEOC guidelines, recommend processes that are cost effective. As of the publishing of this RFP, there is a need to identify candidates best suited for promotion to the positions of Director of Training, Drillmaster, and Assistant Drillmaster, considering the parameters of a rule of three ranks merit system. The rule of three ranks merit system closely approximates a top-down selection approach. The current minimum qualifications for these titles are as follows: Title Minimum Qualifications Include: Estimated Anticipated Applicants Number of Candidates in Last Exam Cycle Director of Training Current rank of Lieutenant or higher in NHFD 8-10 5 Drillmaster Minimum of 3 years in rank of Lieutenant or higher in NHFD 5-8 4 Assistant Drillmaster Firefighter 1st Grade or higher 10-15 8 Bidders are advised to itemize their proposal separately for all positions, and at per candidate cost. The selection processes for the positions referenced in this RFP should be developed and conducted in compliance with the Federal Uniform Guidelines, State and Local rules and regulations regarding merit system testing, as well as guided by the Principles for the Validation and Use of Personnel Selection Procedures, hereafter referred to as the Principles for Validation.
