RFP 26-137 Community Facilities District (CFD) & Tax Consulting Services

The City of Banning (“City”) is seeking a qualified entity or individual (“Company”) to provide the services listed in the Scope of Work. Project Overview Assist in the formation, implementation, and potential administration of Community Facilities Districts (CFDs) pursuant to the Mello-Roos Community Facilities Act of 1982, for bonded districts, as well as service and maintenance districts. Provide special district administration services as outlined herein. The successful candidate will be an independent, third-party Consultant who will be expected to be available on a continuing, short-notice basis to provide immediate responses to requests for guidance or answers to questions from City staff, property owners, bondholders, and representatives of the above. The City anticipates selecting one firm to perform the services. Proposals are requested from Companies that have a demonstrated ability to perform the tasks identified in this Request for Proposal (“RFP”).
