Municipal Water Treatment Plant Upgrade & Expansion - Phase 2

NOTICE IS HEREBY GIVEN that the City of Austin, Texas , Department of Water and Wastewater Services, as AGENCY, invites sealed bids and participation in a reverse auction for the procurement, supply, installation, and commissioning of advanced water treatment equipment and comprehensive engineering services for the expansion and modernization of the Walnut Creek Water Treatment Plant (WCWTP), Phase 2. The scope of this major infrastructure project includes the supply and installation of membrane filtration systems (ultrafiltration/microfiltration), ultraviolet (UV) disinfection technology, ozone treatment systems, advanced oxidation process (AOP) equipment, automated process control and SCADA systems, biosolids treatment equipment, and complete engineering, procurement, and construction (EPC) management services. This critical infrastructure initiative will expand treatment capacity from 140 million gallons per day (MGD) to 210 MGD, ensuring reliable, high-quality drinking water for Austin's rapidly growing population (projected to exceed 1.5 million by 2030) and meeting future demand forecasts through 2055. This reverse auction represents a significant competitive opportunity for qualified engineering firms and equipment manufacturers with demonstrated expertise in large-scale municipal water treatment projects across the United States. Award will be made to the vendor(s) offering the best value considering technical excellence, equipment quality, installation schedule, long-term operational support, and competitive pricing. All vendors must maintain current EPA Water Treatment System Certification, AWWA membership, and demonstrate relevant experience with similar-capacity municipal projects in the Southwest region.
