Medi-Cal Transition Readiness Consultant Services

San Mateo County Health, Behavioral Health and Recovery Services (BHRS), seeks consulting support to plan, coordinate, and implement its response to the recent Medi-Cal changes, specifically as it relates to the Fee-for-Service (FFS) transition starting January 1, 2027 and future federal changes. The consultant will focus structuring and facilitating BHRS’ process to identify strategies to minimize avoidable Medi-Cal coverage losses among BHRS clients, maintain behavioral-health treatment continuity, prepare for an increase in uninsured and restricted-scope beneficiaries, develop a Behavioral Health Plan benefit for the uninsured and restricted scope beneficiaries, assess and track the fiscal and provider-network impacts, and support implementation and outcome monitoring of key recommendations. The Consultant will serve as a project leader, facilitator, subject-matter advisor, and implementation resource. The anticipated agreement term is October 5, 2026, through June 30, 2027, with its first project deliverable due by the end of October 2026 (more information on that available in Scope of Work). Due to the accelerated planning and implementation required before the January 1, 2027 Medi-Cal fee-for-service transition, BHRS anticipates that the Consultant will complete the majority of the required work during the first three months of the agreement. Activities from January 1, 2027, through June 30, 2027, are expected to focus on post-launch monitoring, communications, troubleshooting, technical assistance, and refinement of implemented processes. BHRS and the Consultant may agree to terminate the agreement prior to June 30, 2027, upon 30 calendar days’ written notice, due to completion of the required work.
