CAS, an innovative, low-cost company provides DoD exceptional analysis and collaborative life-cycle management for Strategic Development Planning through rapid problem framing. Using an inexpensive analytical tool, Capabilities-Based Assessment Tool (CBAT), we deliver analysis products to stakeholders at the speed of decisions in warfighter/operator terms, displayed graphically on maps for requirements and capabilities. CBAT is deterministic, providing repeatability and speed to generate multiple runs a day, quantifying capability effectiveness in a force mix context versus “cost” – it isn’t what a system does but what fills in for what it can’t do that informs portfolio decisions. “Costs” aren’t just life-cycle or O&M, but include operational “costs” such as ramp space, force protection, numbers of C-17 loads, or even bandwidth.
