MCS Strategies, LLC is a policy and systems consulting firm that helps governments and mission-driven organizations design and implement integrated human services. Led by Meg Snead - former Acting Secretary of the Pennsylvania Department of Human Services and Governor Wolf's Secretary of Policy and Planning - we bring executive-level expertise in Medicaid, behavioral health, child welfare, and disability services. Core capabilities: regulatory and funding strategy; Medicaid and block-grant optimization; organizational and governance design; accreditation readiness (e.g., CARF); stakeholder and legislative engagement; and clear, actionable deliverables (toolkits, briefs, and board/commissioner presentations). Selected results: statewide 2-1-1 modernization roadmap; fiscal and policy strategies for county DHS; advocacy and funding support for disability service providers; and CHW policy integration in HealthChoices.
