Fenix Emergency Management is a federally credentialed small business emergency management consultancy, established 2016, serving governments, municipalities, tribal nations, and private operators. Core services: HSEEP exercise design, development, and evaluation (tabletop, functional, full-scale); Emergency Operations Plans (EOP); Continuity of Operations (COOP); THIRA/SPR cycles; and all-hazards preparedness planning grounded in FEMA, HSEEP, and EMAP doctrine. Fenix specializes in UAS and Counter-UAS (CUAS) program development, FAA Part 107 pathways, and defensible policy from development through validation.
