Led by P.E. Brandy Presnell, OEE specializes in roadway design, bridge approaches, drainage and stormwater systems, dam and irrigation pond design, permit and utility coordination and CEI services. The firm delivers compliant plans using Civil 3D, OpenRoads, GIS, and HEC-RAS/HMS with Local, DOT, and FHWA standards. OEE is WOSB and NDDOT DBE certified and partners with trusted survey, structural, cultural/environmental resources and testing subconsultants to provide full-service delivery with small-firm responsiveness.
