KELLAR, LLC, doing business as Kellar AI Systems, is an SBA-Certified woman-owned small business (WOSB/EDWOSB) led by Carolina Kellar, Chief Executive Officer. KELLAR closes the gap between detection and decision through decision architecture and systems integration for space, defense, maritime, and critical infrastructure. Capabilities, resident in the founding team, include multi-sensor integration; command and control center design; radar, AIS, EO/IR, thermal, video, access-control, and fiber systems; satellite communications; maritime domain awareness; space domain awareness; and hybrid cellular-satellite architectures for denied or degraded environments. KELLAR is developing edge-resident decision-layer autonomy for space systems and was selected for Phase I STTR negotiations for related research; no award has been executed. Founder experience spans 25+ years of large-scale situational awareness and encrypted SATCOM for U.S. Government programs. JCP/DD Form 2345 approved.
