Implementation, Support, and Enhancement of the 105(l) Facilities and Lease Management (FLM) “LeasePro” System

This contract provides continued implementation, support, and enhancement of the 105(l) Facilities and Lease Management (FLM) “LeasePro” system used by Indian Affairs to manage facility leases under 105(l) of the ISDEAA. The contractor will maintain and improve a cloud‑based solution built within the Department of the Interior’s GCC environment using Microsoft Dynamics 365 and the Power Platform. Work includes supporting workflows for lease applications, approvals, document checklists, renewal processes, tribe-facing portal functions, system integrations with FBMS, IA‑FMS, DTS, and Adobe Sign, and secure authentication via Azure B2C. The contractor also provides optional operations and maintenance services, annual training, updates, auditing, reporting, and support for system enhancements required by OFPSM and the Office of Tribal Leases.
