The FHWA Exploratory Advanced Research (EAR) program leverages the targeted capabilities of the Turner-Fairbank Highway Research Center to develop technologies and innovations of national importance through the use of post-doctoral programs that place highly qualified researchers at FHWA to conduct work of national importance.
