Description

U.S. Customs and Border Protection, U.S. Border Patrol Intelligence Division requires an enterprise-level digital forensic collection, storage, and analysis capability to support law enforcement investigations, intelligence activities, interdiction, and counter-network operations nationwide. The anticipated requirement includes provision, configuration, deployment, licensing, training, and support for PLX enterprise software or an equivalent product within the CBP Amazon Web Services Cloud East environment. The solution must support ingestion, storage, correlation, and analysis of metadata derived from digital forensic artifacts, telecommunications records, IP search warrant returns, and case-related communications data obtained through authorized legal process or forensic examination of seized electronic media. The solution must provide a single system of record accessible to authorized headquarters and field users, with role-based access controls, audit logging, analytical queries, visualizations, reporting, and case-based workflows. The requirement includes software licenses, database subscription renewal, cognitive services, add-on and client access licenses, IP geolocation subscription, training subscriptions, basic and advanced user training, hands-on and web-based training, certificates of completion, and training evaluation support. The contractor shall also provide 12 months of dedicated engineering support for operations and maintenance, troubleshooting, performance tuning, CBP OIT coordination, security patching, software upgrades, ATO support, cybersecurity documentation, backup and disaster recovery support, and prioritized product development services as requested. All work must comply with applicable CBP and DHS cybersecurity, privacy, interoperability, Section 508, supply chain risk management, enterprise architecture, NIST, FedRAMP, and other federal requirements.
