Summary of SOW Requirements: The Department of Homeland Security (DHS), via the Cybersecurity and Infrastructure Security Agency (CISA) Integrated Operations Division (IOD), requires the Contractor to deliver comprehensive support for the State and Local Cybersecurity Grant Program (SLCGP) and Tribal Cybersecurity Grant Program (TCGP). The Contractor will actively advance program development, maintain information continuity, and ensure operational excellence across CISA regions, fostering strong coordination with CISA Divisions, Mission Enabling Offices, and interagency partners. Scope and Objectives: The Contractor is responsible for both administrative and programmatic support to IOD, facilitating communication, capacity building, and awareness of cybersecurity grant programs. The Contractor will coordinate efforts across CISA regions and headquarters, strengthen regional capabilities, support service delivery, and execute IOD priorities. Key Tasks and Requirements: 1. Program Support and Development: Collect and analyze best practices, lessons learned, and requirements to drive continuous improvement and inform future grant opportunities. Provide relevant documents and facilitate delivery of grant programs across regions, enhancing cyber competency among security advisors, analysts, and outreach staff. Deliver training to regional staff, ensuring readiness and effective execution. Establish mechanisms to capture return on investment (ROI) through program monitoring, and manage technical assistance for Cybersecurity Advisors and State Coordinators. Support annual program monitoring and grant close-out activities. 2. Operational and Strategic Engagement: Maintain and enhance tools such as the Service Change Request Tool and IOD Intake Process to gather requirements, prioritize services, and transition to full operating capability. Improve dashboards and automate reporting, including integration with ServiceNow. Develop engagement plans and public-facing materials to promote stakeholder adoption of mitigation actions and CISA services. Support processes for administrative subpoenas, entity notifications, and requests for information (RFI), including documentation, training, and communication. Expand service delivery management, address knowledge gaps, and build regional capacity through ongoing engagement with CISA Divisions and Mission Enabling Offices. 3. Administrative Mission Support and Technical Assistance: Provide administrative support to the IOD Front Office, including research, statistical reporting, information requests, and clerical duties. Prepare correspondence, briefs, and reports for government review, ensuring compliance with policies and requirements. Facilitate coordination, response, and closure of document requests using SharePoint or agency tracking tools. Support logistics for meetings and events, and organize briefing materials and action items for staff and leadership. Personnel Requirements: The Contractor must provide qualified personnel, including a Project Manager and Task Leads for each major task. Key personnel are required to have advanced degrees, supervisory experience, and demonstrated expertise in operations, planning, and performance management. The Contractor must maintain staffing levels, ensure continuity of support, and promptly notify the government of any personnel changes.
