Description
The contractor shall provide the CISA Office of the Chief Operations Support Officer (OCOSO) with professional Ground Transportation Services to support CISA employees conducting official government business throughout the National Capital Region (NCR). The Contractor shall provide reliable, timely, and professionally managed transportation operations, including on-site dispatch, qualified drivers, and oversight of Government Motor Vehicles (GMVs). Transportation support shall be available Monday through Friday from 6:00 a.m. to 6:00 p.m., excluding Federal holidays, with the capability to accommodate after hours service when optional Contract Line-Item Numbers (CLINs) are exercised by the Government. Peak workload hours typically occur between 8:00 a.m. and 5:00 p.m. The Contractor shall maintain the capability to support up to three (3) concurrent transportation requests during peak workload hours, ensuring adequate staffing, scheduling, and resource allocation to meet demand. Drivers and dispatchers shall begin and end each workday at CISA Headquarters, currently located at 1110 North Glebe Road, Arlington, VA, unless otherwise directed. All personnel shall present a professional appearance, comply with licensing and certification requirements, and maintain conduct that reflects positively on the Department of Homeland Security. The Contractor shall operate, manage, and maintain up to ten (10) Government-furnished GMVs, ensuring vehicle cleanliness, safety, preventive maintenance coordination, and proper fuel and service usage in accordance with CISA Fleet Management guidance and GSA policies. Vehicles must be dispatched in a manner that ensures arrival at least 15 minutes before scheduled departure times, with proactive monitoring of traffic and route conditions and immediate communication of delays or changes. Drivers shall employ hands-free devices only and comply with all safety, security, and official-use policies. This system shall support trip scheduling, automated dispatching, real?time vehicle and driver tracking, and reporting capabilities, including daily, monthly, and annual data outputs. The Contractor shall provide user support, training, and system oversight, ensuring 99.5% system uptime and accurate reservation processing. The NCR for this requirement is defined as a straight line 50-mile radius from CISA Headquarters and includes Washington, DC; Montgomery and Prince George’s Counties (MD); Arlington, Fairfax, Loudoun, and Prince William Counties (VA); the cities of Alexandria, Falls Church, Fairfax, and Manassas; and the Mount Weather Emergency Operations Center in Virginia. The Contractor shall deliver services in accordance with all performance requirements, including customer satisfaction tracking, quality assurance standards, timely issue response, safety compliance, and accurate operational reporting. All activities shall be coordinated with the Contracting Officer’s Representative (COR) and performed in accordance with applicable Federal Acquisition Regulation (FAR) provisions, Government-furnished property requirements, and CISA policies.
