This record is being marked as No Longer Planned and republished for vendor awareness.********* This is an Infrastructure Security Division (ISD)/ CISA Exercises requirement to provide full-spectrum exercise support services to CISA in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. HSEEP defines two types of exercises: discussion-based and operations-based. Discussion-based exercises familiarize players with plans, policies, agreements, and procedures. Examples of these exercises are seminars, workshops, facilitated discussions, tabletop exercises and games. Operations-based exercises validate the plans, policies, agreements, and procedures that were reviewed in the discussion-based exercises. Examples of operations-based exercises are drills, functional exercises, and full-scale exercises. The exercise support services will need to provide a wide spectrum of skills and capabilities including; programmatic and administrative support (program management; front office support; strategic planning and communications; stakeholder coordination; and technical document development); research and analysis support; exercise-related training; and cyber, physical, and communications exercise planning and conduct.
