The OCFO integrated a commercial off the shelf (COTS) software, Infor Risk and Compliance (IRC) with the DOE version of Oracle Federal Financials, Standard Accounting and Reporting System (STARS) and G- Invoicing that provided the ability to create and monitor the following activities based basic business rules (provided by the vendor) and allow the creation of DOE specific business rules: Ability to document the business processes and rules Identify the control objectives Provide workflow capabilities Provide user access controls Ensure segregation of duties consistent with DOE Business Rules Provision new users Remove users Provide for temporary lockout of selected users/access based on organization and/or specific dates Provide the capability to pull and apply data from other systems Provide transaction controls Ensure that transactions are compliant with DOE Business Rules Provide configuration controls
