State Health Insurance Exchange Operational Oversight and Monitoring

This requirement provides contractor support for the Center for Consumer Information and Insurance Oversight (CCIIO), in the Centers for Medicare & Medicaid Services (CMS), on the implementation and ongoing oversight of State Exchanges, including State-based Exchanges (SBEs) and State-based Exchanges using the Federal Platform (SBE-FPs) for eligibility and enrollment (E&E) functions. This document describes the general requirements and ongoing activities required to provide support to the CMS/CCIIO State Marketplace and Insurance Programs Group’s (SMIPG’s) on-going state-operations and technical assistance (TA) to states related to the implementation and operation of State Exchanges, SMIPG’s collection and analyses of State Exchange data, and SMIPG’s program integrity oversight and monitoring of the State Exchanges and 1332 waiver grantees.
