Description
The United States Border Patrol (USBP) is a subcomponent of CBP with a workforce that works and trains in environments that place them at increased risk for cold stress situations. In addition to ongoing training, emergency response planning, work practice controls, and leveraging technology, USBP is taking steps to implement additional cold stress mitigation efforts by deploying cold stress kits to reduce cold stress injuries and illnesses for the workforce and others. The cold stress kits will contain critical items that can be used as an intermediate tool to mitigate cold stress situations. As first responders, USBP Agents are trained to recognize signs and symptoms of cold stress and will utilize the kits to apply immediate techniques to prevent permanent disability or death. To facilitate this cold stress mitigation capability, USBP requires a Contractor to provide commercial off-the-shelf items into preassembled cold stress kits for Northern Border Agents to provide operational support along the border. USBP seeks to procure 1,174 preassembled cold weather survival kits. Kits must meet country of origin and quality requirements per the Buy America Act and the FAR. The intent of CBP is to contract for commercial off-the-shelf items. Items include - outdoor survival blanket, emergency bivvy bag, stormproof match kit, folding saw, spiral military wire saw, hand and body warmers, paracord, fire starter tool, brass spark lite emergency fire starter, treated tinder quick fire tabs, survival whistle, glass signal mirror, dry bag. The Contractor shall provide preassembled cold stress kits in set quantities to its corresponding location. Location details, including the days/hours of operations, security measures, and loading dock capabilities to be provided in the solicitation. Contractor shall provide additional administrative and logistical support, including but not limited to customer service support, shipping and handling (Freight on Board destination), and invoicing/payment support. The Contractor shall provide the manufacturer’s technical specifications for items required for submission. Specifications shall address all technical requirements.
