Description
The Federal Emergency Management Agency (FEMA, or the Agency) is authorized under Section 408, Federal Assistance to Individuals and Households (42 U.S.C. 5174), of The Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act), as Amended, to provide Direct Assistance to eligible Disaster Survivors. Federal Assistance to Individuals and Households is also known as the Individuals and Households Program (IHP). Direct Assistance can be in the form of Transportable Temporary Housing Units (TTHUs). One of the authorized forms of TTHU is Recreational Vehicles (RVs) specifically bumper pulled Travel Trailers (TTs). The Logistics Management Directorate (LMD) provides logistics capabilities to procure and deliver goods and services that support disaster response and recovery operations for disaster survivors and communities. The primary mission of LMD is to deliver the right resources, at the right place, and at the right time, to support state, local, tribal governments, and territories. LMD is responsible for the acquisition storage, installation, maintenance, and deactivation of Transportable Temporary Housing Units (TTHUs). To ensure that survivors with disabilities and access and functional needs have access to the same level of assistance as other survivors, FEMA will provide TTHUs that are designed according to the requirements under the Uniform Federal Accessibility Standards (UFAS) and Architectural Barriers Act Accessibility Standards (ABAAS). The LMD TTHU program staff conducted market research resulting in the identification of a lack of RVs that meet the UFAS/ABAAS requirements. As a result, LMD partnered with the U.S Department of Housing and Urban Development (HUD) and the U.S. Access Board to develop bumper pull travel trailer designs (in the form of a floor plan, details, and elevations) to ensure that designs for accessible recreational vehicles are available. FEMA is providing the designs to allow the agency to purchase TTs that meet the agency’s requirements to meet the needs of disaster survivors with disabilities and access and functional needs. The Federal Emergency Management Agency (FEMA) has a requirement to procure 80 accessible travel trailers (ATTs) to stock in readiness for ongoing and future housing missions. All manufacturing standards and requirements, delivery, warranty, reporting and inspection requirements shall be in accordance with the Accessible Travel Trailers IDIQ Statement of Work to be delivered to the Selma and Cumberland storage yard.
