Description
USFA/NFDC intends to procure a 5-year (base year plus four option years) contract for the development, delivery, and maintenance of a Data Literacy and Data Analysis Training Program. The program shall: • Develop curriculum aligned to the NFPA 1022 (2025 Edition) Standard for Fire and Emergency Services Analyst Professional Qualifications and the AFESA/CPSE Fire and Emergency Services Analyst (FESA) credentialing framework. • Build upon and explicitly advance the data-related KSAs already required of the target learner population under NFPA 1010 Standard for Fire Fighter Professional Qualifications (2024 Ed.) and NFPA 1020 Standard for Fire and Emergency Services Analyst Professional Qualifications (2025 Ed.) the entry-level and intermediate competency baselines from which NFDTC curriculum builds toward NFPA 1022 professional proficiency. • Deliver multi-modal training (synchronous instructor-led, virtual instructor-led, and asynchronous eLearning) to the fire and emergency services community broadly at all levels of data analysis ability. • Support the USFA and NFDC statutory missions under the Fire Prevention and Control Act of 1974 (FPCA), as amended. • Align with the Federal Data Strategy Curated Data Skills Catalog and OPM competency frameworks. • Comply with Section 508 accessibility requirements and all applicable federal data, security, and privacy policies. • Award a USFA/NFA Data Analyst Certificate to learners who successfully complete the full program (all required domains at the appropriate tier), representing USFA's formal recognition of professional competency aligned to NFPA 1022 standards and supporting FESA credential eligibility. • Include 2–3 foundational prerequisite courses specifically designed to satisfy data literacy and data analysis prerequisites for the NFA Managing Officer (MO) Program and the NFA Executive Fire Officer (EFO) Program, building from NFPA 1010/1020 data KSA baseline already required of MO and EFO candidates.
