Hybrid Cloud Operations, Networking, and Engineering Technology (CONETC)

The CONETC contract establishes a multi-year, performance-based services agreement between CMS and a contractor to provide fully managed cloud computing, networking, infrastructure, and end-user services supporting critical CMS programs including Medicare, Medicaid, the Children's Health Program, and the Affordable Care Act. The contractor must deliver hybrid cloud architecture, network engineering, security operations, Agile product management, and CCSQ CCOM workload support — while maintaining operational independence, dedicated personnel, and SLA compliance across all functional areas in accordance with CMS policies and governance standards. Additionally, the contract includes program management, financial reporting, software license management, and collaborative delivery using tools such as JIRA, Confluence, Slack, and GitHub, with recurring deliverables such as Monthly Status Reports, Sprint Reports, and Program Increment Plans submitted on defined schedules.
