Description

Base Bid: Design-build the Recapitalize Annex Wharf Sector Jacksonville at Jacksonville, FL. Scope of work must include the repair and reconstruction of the failing bulkhead. The Contractor shall demolish the existing 98’ long by 15’ wide pier, which is utilized by the two 87’ WPB vessels (Refer to 01800-1.9 Demolition). The Contractor shall construct a new pier with a targeted minimum width of 15 feet and a maximum length of 275’ to facilitate pier side mooring of the two 87 WPBs. The pier shall have the same general alignment as the existing pier and as shown in RFP Drawings and must meet fire code requirements. The exact Length of the new pier will be determined in early design development with goal of maximizing ship mooring length and width without compromising small boat access into the inner harbor and requiring dredging. It will also include a new, approximately 25,000 SF Multi-Mission Building at Sector Jacksonville Annex in Jacksonville, FL. Demolition of the existing station building and Boat Maintenance Building. The existing Boat Maintenance Building shall remain until the construction of the new Station Building. The bulkhead stabilization will likely require a minimum of the first 60 feet of the quay to be removed and rebuilt. The Bulkhead repair work requires the contractor to furnish all labor, materials, and equipment for a comprehensive restoration of the remainder of the existing Bulkhead. The work includes substructure repairs such as installing new anodes, patching holes in the sheet pile, and conducting concrete restoration of the pile cap both below the waterline and on the topside, including the associated utility trench. The fender system will be overhauled by replacing all timber fender piles, any missing or broken timber members like chocks and wales and replacing the connection hardware on cleats and bollards. Site utilities and security will be addressed by replacing the communications panel box, all corroded utility hangers, and replacing security fence posts and their associated connection hardware. Finally, the project will involve replacing and re-grading the riprap at the base of the bulkhead to ensure proper scour protection.
