Conduct a comprehensive and objective feasibility study evaluating the consolidation of federal wildland fire management functions as directed by Congressional appropriations language. The study shall assess operational financial organizational infrastructure and stakeholder impact of consolidating wildland fire management operations. The analysis shall evaluate both anticipated efficiencies and potential adverse impacts including direct and indirect effects on agency mission delivery operational readiness and continuity of program support.
