Emmy Payroll Data Sources

The purpose of this requirement is to procure authoritative payroll and employment verification data services to support the Emmy platform, CMS's centralized, API-based data exchange infrastructure enabling participating state Medicaid agencies to verify consumer-reported eligibility information against authoritative commercial data sources. This effort supports CMS's obligations under 42 CFR Part 435, Subpart J, and CMS's preparedness for community engagement (CE) verification requirements under the Working Families Tax Cut (WFTC) legislation (Public Law 119-21), effective January 2027. This capability enables states to meet those requirements, reducing applicant burden and eliminating the need for states to independently negotiate separate data agreements. This procurement is scoped exclusively to payroll and employment data services integrating with Emmy.
