Description

This requirement is to establish a single-award BPA against an OASIS+ contract holder to allow for a hybrid Firm-Fixed-Price (FFP), Time-and-Materials (T&M), and Labor Hour (LH) BPA Call Orders. The purpose of this requirement is to obtain comprehensive and efficient consulting to support the Department of Homeland Security (DHS) energy, environmental planning & historic preservation (EP&HP), environmental compliance, as well as limited safety and industrial hygiene support programs enterprise wide. The demand for increasingly complex and detailed program management and technical proficiency in science, engineering, policy, training, program management, and strategy is still very much a critical need for the Departments mission. In the past year, the DHS Energy and Environment Division (EED) staff has been significantly reduced while reduction in program scope have not been reduced as significantly. External demand on interagency leadership and participation has increased based on requests from the Whitehouse Council on Environmental Quality, the Federal Permitting Improvement Steering Council, General Services Administration (GSA), Environmental Protection Agency (EPA) and the Department of Energy (DOE). The program has also experienced an increased demand for Component technical assistance in the areas of energy management, historic preservation compliance, NEPA compliance, environmental remediation efforts, and the resilience initiative. The EED staffing has remained stagnant and contract support dollars have decreased, directly impacting core mission functionality of policy, training, oversight, and analytics. Contractor resources will allow EED to address critical deficiencies and effectively serve the mission of CRSO and DHS. This requirement does not involve the purchase of IT products, services, equipment, or software.
