Description

The purpose of this requirement is to obtain professional engineering and policy development services to develop national standards for Maritime Electronic Systems. This includes the development of plans to resolve GMDSS implementation problems, facilitate meetings, and support the development of the Coast Guard and United States position for the International Maritime Organization (IMO) including both the Maritime Safety Committee and the Subcommittee on Navigation, Communications, Search and Rescue (NCSR), International Telecommunications Union (ITU), International Electrotechnical Commission (IEC), International Organization for Marine Aids to Navigation (IALA), Comité International Radio-Maritime (CIRM), as well as national standards bodies. Nationally the contractor will assist in interactions with the Department of War (DoW), National Telecommunications and Information Administration (NTIA), Federal Communications Commission (FCC), National Oceanic and Atmospheric Administration (NOAA), and National GeoSpacial Intelligence Agency to resolve Maritime Mobile Service Identity (MMSI) issues, maritime communication licensing issues, and maritime safety information. Additionally, support the U.S. Coast Guard efforts at the the Radio Technical Commission for Maritime Services, specifically participating in the various special committees (currently 25 different committees, but not all are active) related to maritime electronics topics including analysis on standard changes and the impacts on the regulatory and operational issues when the changes are made. Areas of focus: Medium Frequency (MF) Communications (NAVTEX) High Frequency (HF) Communications Very High Frequency (VHF) Communications Satellite Communications both GMDSS and voice aspects (SafetyCast/SafetyNet) Digitalization of the Maritime VHF Band VHF Data Exchange (VDES) Automatic Identification System (AIS) Digital Selective Calling (DSC) Emergency Beacons Other topics may arise depending on the outcomes of the various organizations mentioned above. This is NOT an IT Service Contract or involve spectrum management! The majority of the positions will require extensive experience in the Electrical Engineering and may have an educational requirement.
