Description
This evaluation will fulfill the statutory requirement for an external evaulation of Prisoner Education Programs (PEPs). It will examine implementation of PEPs since 2023, as well as outcomes of PEPs for confined or incarcerated individuals. The evaluation will also assess post-release outcomes for individuals who received a Pell Grant and participated in a PEP, including pursuit of further education, attainment of a postsecondary degree or credential, employment and earnings, and rates of recidivism.
